We want to make sure YOU have a fair chance when State, County or City agencies attempt to contract with someone for construction projects on "sole source" arrangements and do not procure from an open and competitive bid process. You deserve a fair shot to bid on public works projects as well.
ACA is the only contractors association in the state dedicated exclusively to the competitive, regulatory, legislative and operational interests and needs of contractors and subcontractors.
ACA’s Mission: To create a political climate that promotes a positive, competitive environment and enhances the opportunity for growth of Alabama contractors.
ACA is dedicated to protecting the Competitive Bid Law on Public Works Jobs.
History shows that the traditional Design-Bid- Build method provides the owner (The State) the best product at the best price while meeting deadline requirements. The current competitive bid law requires all public works projects to be built using the Design-Bid-Build method. There is no reason to circumvent this proven, transparent and efficient method for public works projects.
The competitive bid law is in place to protect tax payers dollars and protect against coercion. Competitively bidding all public works projects is the law in Alabama and it provides the best price with the job completed on time and brings transparency in the use of tax payers dollars. There is no good reason to circumvent the competitive bid law.
Anyone who qualifies to bid on these jobs should be allowed to bid on these jobs. The Competitive Bid Laws of this State seek to guarantee that qualified businesses capable of doing the work are given equal opportunity and standing under the law.
Alternative Delivery Methods do not save money or time. Actually using Alternative Delivery Methods often cost the owner (the State) significantly more money.
Alabama Contractors Association has a strong presence at the Alabama Legislature. We believe that governmental affairs representation at the Alabama Legislature is an essential service to our members. ACA knows that working directly with elected officials on industry, construction, environmental and policy issues is the key to success for the future of construction. ACA members benefit from our active participation in the legislative process at the state level and our representation at the local level.
ACA protects the interests of all our members by opposing any legislation that is harmful to your business and originating legislation that is favorable. Weekly Legislative Updates are emailed to all members during the Alabama Legislative Session to update members on that activities in Montgomery and to summarize legislation that may be of interest to you. We are a respected and trusted voice for the construction industry at the Alabama Legislature.
The issues that ACA regularly deals with:
• Healthcare Costs, and anything that could drive costs up higher for business and industry
• Employee and Workman’s Compensation Costs and Issues
• Transportation including roads and bridges-funding and availability and the State Docks
• Tax legislation (including fees)
• Education: employee availability and an educated workforce
• Environmental: anything that would put more regulations on your industry than the federal government requires
• Protection of competitive bid laws
• Business Development, any law that would impact business expansion

Nearly $300 million in construction projects around the state will be funded through premium revenues from the state’s recent $1.25 billion bond sales, Gov. Kay Ivey announced Thursday.

Today is the deadline for companies interested in building prisons for Alabama to send in statements of qualifications.

The Alabama Department of Corrections has requested “expressions of interest” (EOIs) from private companies on a proposal to erect three new prisons that the state would lease back from private entities.

Gov. Kay Ivey’s office and the Alabama Department of Corrections are considering a “build-lease” method of erecting new state prisons, a direct contract to build correctional facilities that could bypass the need for the Legislature to approve funding.
